In Bologna, blue stripe parking is free if you fall into these categories:

vehicles serving people with limited mobility;
electric and hybrid vehicles;
vehicles of Police Forces, Ministries of Defense, Interior, Justice and Grace, emergency vehicles;
social healthcare assistants and primary medical service operators;
vehicles of the Municipality of Bologna and BomoB;
car sharing vehicles.

If you belong to these categories, you only pay for parking in rapid rotation areas or you are entitled to partial free parking:

residents of the historic center (free parking only in their own sector);
residents of the Semi-central ring (free parking only in the indicated area);
general practitioners and their substitutes with M permit if operating in the historic center;
vehicles owned by institutional and healthcare entities;

If you own an electric or hybrid car, parking in blue stripes in Bologna is free according to these rules:

electric vehicles: free parking in all paid areas and free circulation in limited traffic zones and on days with traffic restrictions for air quality;
hybrid vehicles: free parking in all paid areas for residents and companies based in the Municipality of Bologna and free circulation in the limited traffic zone of the historic center (except zones T, University, San Francesco-Pratello, Moline-Capo di Lucca). Residents in Emilia-Romagna: paid parking (possibility of 50% discounted subscription). Residents in the rest of Italy: paid parking.
